Губернатора Севастополя обвинили в срыве строительства очистных сооружений
В Севастополе прошло первое заседание суда по административному иску общественного движения «За чистый Севастополь» к губернатору города Дмитрию Овсянникову. Об этом “Ъ” рассказал председатель движения бизнесмен и политик Олег Николаев. Суд просят признать незаконным бездействие губернатора, выразившееся «в отсутствии контроля над исполнением государственного контракта» по строительству канализационных очистных сооружений (КОС) «Южные» в Севастополе. Истцы считают, что глава города «сокрыл объективную информацию» о ходе строительства КОС. Общественники просят обязать Дмитрия Овсянникова опубликовать на официальном сайте правительства Севастополя «документально подтвержденную информацию о текущей стадии строительства» очистных сооружений.
«Мы считаем, что губернатор, как высшее должностное лицо, несет персональную ответственность за экологическую обстановку в городе, вызванную отсутствием очистных сооружений. Кроме того, губернатор сам неоднократно заявлял, что все объекты ФЦП в Севастополе — это его личная ответственность»,— пояснил “Ъ” Олег Николаев. Он рассказал, что посетил стройплощадку КОС накануне заседания суда. Очистные сооружения «полностью разрушены», а на месте ведут работы «один экскаватор и пять рабочих».
На первом заседании Ленинского районного суда Севастополя по иску к губернатору судья обязала ответчиков предоставить отзыв на доводы о бездействии главы региона при реконструкции КОС. В свою очередь, юрист правительства ходатайствовал о привлечении в процесс департамента городского хозяйства Севастополя. Получить комментарий Дмитрия Овсянникова не удалось. Следующее заседание суда назначено на 4 декабря.
Напомним, правительство Севастополя в конце 2017 года заключило с АО «НПП “Биотехпрогресс”» госконтракт на строительство КОС «Южные» стоимостью 6,85 млрд руб. Проект запланировал в рамках ФЦП развития Крыма. Как признал в августе арбитражный суд Севастополя по иску прокуратуры, 30% суммы контракта (2,05 млрд руб.) заказчик незаконно вывел из-под казначейского сопровождения и перечислил на счет подрядчика в банке ОФК. В апреле финансовое учреждение лишилось лицензии. Прокуратура заявляет, что действия чиновников привели к «утрате госконтроля за расходованием бюджетных средств, невозможности их использования в целях реализации контракта и угрозе срыва федеральной целевой программы» развития Севастополя и Крыма. Следственным комитетом России было возбуждено уголовное дело о превышении полномочий при строительстве КОС «Южные». Правительство города в одностороннем порядке расторгло контракт с «Биотехпрогрессом», но эти действия оспариваются подрядчиком в суде.
